I solved the issue. It was very simple, yet overlooked. I was so worried about the noise and thinking the worse that I overlooked the obvious.

WHen the parking brake linkage was install and adjusted, it was done in the "park" position. The first time it flipped up it went too far and came detached from the parking rod. Hence the rode went all the way down and this was issue making the racket.

Once I raised the pin, no more noise when driven. I just need to reinstall and adjust correctly.

It's either the nickel part that shuts you down or the simple things overlooked.
