You should have a shut-off valve at the bottom of the tank. Close it. Unhook the line from the tank to the primary filter at the filter head. Put a beer can under the line, and open the shut-off valve. should be able to fill that beer can in less than 15 seconds. Myself, I'd try filters first, then I'd check the flow out of the tank, then I'd check for the governer weight ring inside the pump breaking up and plugging the return line. We just had a combine in the shop that had one of those Asian beetle ladybug things stuck in the sediment bowl standpipe. Owner of that machine thought he was going to have to buy a new injection pump, he got that machine done in half an hour and $0 in parts.
