Buy a gallon of Muratic Acid (paint store) and pour in the tank. Seal it and shake it; the acid will eat all the rust & leave a shiny interior surface. Heat is generated so be careful. Rubber gloves + goggles are a necessity. Rinse with hot water and use a shop vac to remove any excess moisture. Use duct tape to attach a 3/4" heater hose or similarhose to get all the way inside the tank. Rinse the dry tank with diesel fuel or gasoline to help reduce new rusting since the metal is now VERY clean. Not much time is needed; be careful when working with acid!!!
