You are getting way ahead of yourself. Forget powder coating. For an amature it is not practical. I will say, that as you do your tractor, keep painting in mind. That is, as you disassemble it, clean the parts as you go, and I do mean clean. Your best bet for painting info is the Paint and Bodywork forum on this site. There is page after page of info there, everything from prep to type of paint and reasons for using high quality vs cheaper paint.
