You didn't mention how long since the tractor was last run, but i am assuming quite a while. The bendix is jsut a apral groove to run it out, and should move easily. may be rusted. The pistons on a cub aren't near as big as a Super C, etc. but still hould have noticable compression. if ti hasn't been run in several years, the rings oor valves may be stuck., or just need a little oil ot sela them.
