The plate with the serial number would be located on the tool box , under the gasoline tank , near the rear of the engine block. If it isn't there then look on the top of the frame rails near the front of the tractor. They were stamped in the metal there.
I would guess that the levers were for what you have described, the shutters and the mag advance.
Since these tractors had no oil pump, I am confused about your plumbed in filter. Those engines were manually lubricated on the top end and the bottom was simply a dip system lubrication.
I have a good manifold and a carb if you need one.
