In my opinion, if you have to ask, then the slope you are thinking about is not safe. I drove a tractor on a rather steep terrace one time. It got steep enough so fast that I stopped the tractor, got off and found someone to move it for me. If you have driven tractors that long, you probably already know. Problem is, you never know when a wheel is going to fall into a hole, turning an otherwise "safe" slope into a disaster.
