gear box problem on a finishing mower

I've got a 5ft mower I use behind my IH234 that had the gear box go bad a few years ago. It totally stripped the teeth on the gear from the PTO but the teeth on the gear going down to the blades appears OK. I bought a new top gear, bearings and seals and reused the bottom gear. Now the gear box chatters really bad making me think I should have replaced the bottom one also. I still don't see any bad teeth on the bottom gear. Is it possible the two gears don't mesh tight enough or is there something else happening. It also leaks oil badly from the bottom gear seal but its possible I just messed it up putting it together.
