They can look identical. Put a volt meter on the contact leading into the starter from the solenoid. if there is voltage at this location with the button pushed, it may be an open starter, Worn brushes or broken internal lead. Rap on the end of the starter away from the block with a small hammer if it then starts, it is the brushes 99.99% of the time. Rap just hard enough to get its attention, you are not trying to dammage it. JimN
