I've had similar experiences several times on tractors and my old Kenworth flatbed. The cable conductor corrodes near where it's bonded to the battery terminal. Battery acid seeps under the cable insulation and slowly eats away at the copper underneath.

The cable will look fine on the outside. However when you pass cranking current through it, high resistance at the corroded area limits the current and causes slow cranking. AND it results in extreme heating of the cable at the point of corrosion. This heat in turn will cause the cable insulation to smoke, and can even burn thru the cable like you experienced.
