Super H hunts at 3/4 throttle

Guys, Finally got the SH back together after a resto, and rebuild. It idles great, and runs at full throttle super, but hunts at 3/4 throttle. I went through the carb AGAIN thinking I had a partial plug, but it didn't help. If I open the choke a tad, it smoothes out so 1st inclination is that it need more fuel, but under load, and at full throttle it runs super, so I assume it's getting enough, next thought is governor, I didn't go inside it during the rebuild as it is so darn responsive...am I barking up the right tree here?
