Yes it can certainly be bad. one reason (most) parts stores do not take electrical modules back is because they get toasted by individuals with far less procedural confidence than you. I would say your process is correct. I would use a nail file on the points you jumped to get it to charge, then clean them with a folded dollar bill to get the grit out of them. The spring may need to go back to where it was, beacuse they are supposed to be apart when not running. The residual magnetism makes enough current to pull them in when it is started. (a thin pullin winding in that same relay under the heavy wire). If doing the above does not fix it, I would explain that the reg. you baught was opened and not functional. Good luck.
