1961 Cub Drive Train

Question for anyone who may have an idea.
When gears are engaged any any gear, the tractor is locked up, it will not even turn a little bit even in high gear when pushing it. When not in gear i can roll the tractor and see all the gears turning ok, it is just locked up when engaged. The cluth works, engine is not stuck. It seems to be something with the gears but i can't figure it out. Does anyone know what may be keeping it from turning? Look forward to any reply.
