I noticed that pulley on that tractor too. I was lucky the owner was there when I was looking at it. He said he used a combination of V-belt parts and flat belt parts to put it together. The late F-20s used the v-belt but it wasn't spring loaded.
I'm pretty sure my 2 39s have the extra pulley sheave. I'll check that and let you know. It was funny, the guy said I was the first person to ever notice or ask about that belt and pulley setup.
