I just rebuilt the carb on my M and I found some clogged ports that went inside the venturi. I found them accidentally becasue I took my venturi out and saw that it had junk in it. My tractor hasn't ran yet, it's close to being complete now. If there is a clog in there you might not find it right away. These ports feed a tiny port that sprays gas into the up draft tube in the throttle body above the venturi. It might be worth a look.
