I am not an engineer...but I had the same problem. The thing down in there was frozen up so I removed the shaft, then the flapper, welded up the holes and put it on there..as far as I can tell...it runs ok for me. You got to be careful breaking this thing loose...cause on another one I made scrap out of the manifold by hitting it too hard! The exhaust has not been a problem.
