Farmall A governor....I have no throttle!

It seems as tho I have very little throttle on my Farmall Super A. When you put the throttle ahead the engine doesn"t speed up until about the last 2 notches on the throttle. What is the problem? Is it very hard to take the governor off and see if I have internal problems? I have tried to do all the adjusments per the manual but to no avail. Any ideas?
