Tire ballance will also cause tremendous wobble in a narrow front at 20. The grief will be finding a person to ballance it, the rims are not for the machines in common use, A good tire shop can do it. A satisfactory way is to drive the tractor up on a block (raising one tire clear of the ground) and seeing if you can find a heavy side by direct rotation, if so pound on weights till it is is somewhat better ballance.
