Before taking the governor off, try seeing if the throttle rod can be moved by hand. If it can be moved & the engine speed varies, there is trouble in the governor probably. If the throttle rod doesn't move easily[engine remains at one speed], look for binding in joints between governor arm & carb. Looking back, I should clarify that the throttle rod is the one which works the throttle shaft on the carb.
