If its a original fast hitch cylinder and its ben hooked up and working before. Check and make sure the little pin that stops cylinder when using a stop clamp or rod to metal cover if later cylinder is not stuck pushed in.It should have a check valve block bolted to lines on side of battery box with one line from cylinder going there. Something could have went wrong there,also don't think cylinder will lower with the block unless control valve is set for double acting.Also if you have other control valves,you could run hoses from it to cylinder and see if it works.without going through the check or control valve your now using.
