Actually, ground some screwdrivers thin and tapped them in sequentially until it broke loose. It was the center where the o-ring is that was holding it so tight. I assume that the notches around the perimeter are for a gear puller? Didn't have one handy or I would have tried it. Would have to take the wheel off first to have enough room.

Looking forward to getting the brakes fixed now.
