IH 674 3 pt not raising completely

The three point on my tractor stop raising completely. It will come up about half way and stop. I had a 7ft brushhog on it and thought that it might be too much load and tried a blade with the same result. If the implement is in the raised position and I adjust the top link the arms move, as if they are compensating. I have had the seat and cover off to replace all the bushings on the shifter size and wonder if I may have screwed something up on the right hand side while working on it. Anyone have any ideas as to why the arms go up and down as they should but do not travel as far as they should, even without any load they do not come up all the way. This is a diesel, "78 model I believe. Thanks in advance!
