Try it with the gas cap removed first, if that works, you need a new cap. The next thing would be to shut off the fuel under the tank and then remove and clean the glass sediment bowl, there is also a fine mesh nylon screen that sits on top of the glass bowl, make sure it is clean also. You could also have a bunch of crud and rust in the fuel tank, which is restricting the flow, and the fuel inlet fitting on the carburetor also has a fine mesh brass screen attached to it. This screen may also be plugged. The last thing to check would be the needle valve and seat inside of the carburetor, the carburetor will need to be removed and disassembled to do this. If you trouble shoot in the order I have suggested, you will avoid any unnecessary work or expense. Here's a hint, the sediment bowl may not want to come apart, and it may leak when you put it back together. A brand new sediment bowl assembly is available for about $20 to $25, not much point in trying to repair the old one.
