Just adjust the main jet at half throttle till engine runs the best. Are you sure the throttle to the gov is set correct. Is there a lot of slop in the lever on the input side of the gov. With engine off remove the clevis pin from the gov to the carb rod. Now open throttle at the steering wheel. Then hold linkage rod going to the carb all the way open. Adjust clevis so pin will go in free. Your gov spring may also be weak or even broke there is a thrust bearing also mite be shot. Just because there is an adjustment for the main jet doesent mean thats a distillate carb as the replacements have that adjustment.
