There could be several variables. I believe Char Lyn had different ratios at different times so one unit may put more power to the steering. If these run off of the Char Lyn pumps there could be differences in the output of those, if they are running off the tractor hydraulics there would need to be a flow control valve somewhere on each that could influence the power. Also maybe the 70 has worn parts hanging up the steering making it harder to steer.
