You need to check all the wire connections at the regulator. Those terminal spades on the regulator get rusty over time if left in a damp area. That rust is a good insulator. Had that happen on a JD 140 garden tractor. It had the stator in the flywheel and there was voltage from that. After cleaning the regulator's terminals the amp meter then showed charging. Hal
