To add to what Pete said, you not only need to have #1 cylinder at TDC when the distributor rotor is pointing at the plug wire going to #1 cylinder plug, but also at TDC while it is on the compression stroke. It reaches TDC twice per one firing. If you get the other TDC you"ll be 180 degrees off.
