"When the tractor is in 4th gear and I drive down hill, the tractor feels like it is in neutral and not in gear but when the ground levels out, the tractor is still in 4th gear but goes slower." All tractors and cars will do that. You can retard the throttle and get engine braking. But, if you go down a steep incline, it will still speed up.
