Water boils at 212 degrees F. Or a bit less if you are above sea level.
Put the end of the temp probe in a pan of boiling water & watch what happens.
Those tractors usually were hard to get hot enough to vaporize the tractor fuel (distillate) so many had shutters on them to manually control the air flow thus allowing the engine to run hot enough.
You should still get the engine up to 180-200 degree range to get maximum power & efficiency out of it. The oil will finally get hot enough to "boil" the water out that causes sludge.
