Well they were designed so that they could be pulled out about 4-5 inches for ease of hooking up to larger implements as you sure as heck are not going to move a large plow or culivator by hand and also so that you could change end from cat II to Cat III balls .

Tractor Traction - by Chris Pratt. Our first bout with traction problems came when cultivatin with our Massey-Harris Pony. Up till then, this tractor had been running a corn grinder and pulling a trailer. It had new unfilled rear tires and no wheel weights.
