There is a screw on the bottom of the governor that has a cap on it. take the cap off and turn the screw out (if I remember right) to reduce surging. If that doesn't work, try the other direction. Move it one turn at a time and try it, Keep count of your turns so you can go back to where you started if it doesn't work.

It's close to the fan, so watch your fingers! I'd adjust it with the engine stopped, then start it and try it out.
