Ben: A Ridge in the cylinder will not cause the problem your describing. The problem your describing is usually a result of a tractor setting with the valve cover off and water entering the engine through the head. More than likely the tappets that ride on the camshaft are rusted fast in their guides. The engine should be dissambled to resolve this problem, however, if you can access the tappets use some good pentrating oil on them and work them with a bar. If there not too bad they should come loose.
