Farmall 400 value?

Found a 400 in a barn that has been setting for 20+ years.Tin is very good,std.drawbar,ta,ps,nf,
had a new short block before it was parked.Rear
tires are 50% with some air in them,rims are not
rusted.Guy that has it wants to sell it but
doesn't know what it's worth and won't give me a
price.What should I offer? Thanks Brian
