Farmall H Carb leaks out the weep hole

I rebuilt the carb on my farmall H a few months ago. I haven't run it in a couple of months. I did not shut off the fuel. There are no carb leaks except the felt weep hole ( on the bottom of the carb) always has a drop on it. There is no puddle or drops on the concrete floor. I took off the rubber air cleaner hose and stuck my finger on top of where the weep hole is and it always is dry. Ant thoughts? Thanks!!
