F-20 won't idle

We just got our f-20 running. Rebuilt engine carb and mag. This tractor has the throttle lever on the right side of the fuel tank.
I can start the tractor at idle and it will run fine. If I rev-up the engine and then try to return the lever quickly back to idle the engine will die. When I rev-up the engine and slowly make my way back down to idle it will stay running.
Is there an adjustment I need to make to the carb or govenor to prevent the engine from stalling when I return to idle?
