Most likely the contact points have a film of oil or other contaminant on them, preventing a good electrical contact. Open the points slightly with your fingers and insert a clean piece of paper between the two surfaces, and then, holding the contacts together, pull the paper out. You will be amazed at how dirty the paper is. You might want to repeat this operation until the paper comes out clean. In a pinch, a dollar bill will serve the purpose.
