Is there 6v at the batt term on the cutout.Connect a jumper to ground on the battery and with other end go to gen and then cut-out and then back to the steering post control as thats where the system gets its ground. You can also ground the field term on the gen and that should make it charge if not the cut-out is faulty. If it doesent charge with field grounded the gen is at fault. Mite just need to clean the points on the cutout. These are very simple systems and not that hard to trouble shoot.
