There are bushings in that steering post that probably have some severe wear on them. You can't feel it by pulling and pushing on the front end by hand, because the tractor weighs three tons. Even if the tires aren't perfectly balanced, and even if they aren't exactly the same size, there has to be some slop in the steering for it to wobble that badly. Don't discount the gears yet, either. Just because you can't wiggle them by hand doesn't mean there isn't movement up in the gearbox. Remember... THREE TONS vs your fingers... Which do you think can apply more force and find a wiggle?
