It sounds like you saw a Schramm Pneumatractor air compressor.

Schramm made all sorts of large air compressors, using 1/2 the cylinders of an engine for power, and the other 1/2 as the compressor.

I had a site bookmarked with some photos and a company history, but I can't seem to find it tonight.
