330U Governor

What lubrication and how much gets added in the governor through the fill cap on a 330U? My 330 seems to move really slow for each gear. I have a Ford 2N with 3 forward gears and 2nd gear on the Ford is like or if not faster and more powerful than 4th gear on my 330U. My T/A lever is pushed forward too. Is that just how these Int. Utilities are? Or is there someting up with my tractor? What gear does everyone rotary mow in?
