Charging rate adjustment on '45 H

I have a '45 H that charges 8 amps at wide open throttle but does not keep the battery up when used around the yard. How do you adjust the generator, 6 volt, to charge more at low speed? I had the starter rebuilt, but it will only crank it over about three times and gives up. I can only start this beast with the crank.
