There"s no way to know what"s wrong without tearing into the tractor. It could be simple, or it could be an entire transmission rebuild. Oil bubbling up around the dipstick... Well, the crankshaft spinning around will splash engine oil all over the place as a matter of course. If it"s not sealed up, the oil"s gonna come out. IH tractors of that era had rubber plugs as part of the dipstick unit. You would twist to loosen, pull the dipstick, then tighten it back down after replacing the dipstick to seal the filler tube. You"re either not doing that, or the rubber stopper is messed up. If it"s leaking around where the filler tube is pressed into the block, you need a new filler tube.
