Yes the lower hole between control valve and reservoir tower,not between priority valve and tower.When factory plug not available I tap and plug the tower with a recessed head plug .I guess would work on other side but make sure o ring can work back between housings or it will leak unless both sides are pluged.Make sure all metal cuttings are removed.You are using the control valve with one outlet hole in center toward front
with short steel line to priority valve?
