Farmall Super MTA Gas What is Fair Price

I am looking at a Farmall Super MTA that is in poor condition and need to know what is a fair price
The sheetmetal is shot except for the gas tank, the seat is rusted off, no battery box, air cleaner is smashed, the gauges are broken, tach shows 9500Hrs, tires are bad, hich support is welded, has car alternator, Radiator holds antifreeze but is rough, steering wheel is shot, and the serial number tag is long gone,has been sitting outside for 10 years + On the good side the owner says it ran fine 5 years ago,TA and PTO worked, the engine will turn a little by hand
Owner wants $1200 for the tractor
Any one have an opinion on this price
