You more than likely have a bad seal on the shaft of the primary pump. New gasket between the primary and main pump wont fix it. The newer versions used a rubber seal which is still available from IH, but the older pumps used a packing seal which I dont think is available. Go to the Red Power website and make a post there asking for a guy that goes by the user name of MB_Cat....he's an expert on the old IH deisel pumps and can probably help you.
