IH606 PTO Always spins

I finally got to play with an IH606 I bought last week today. I noticced the PTO always spins no matter how the PTO control lever is set. I didn't get a chance to hook up a mower to test it under load. The PO had the engine rebuilt and tractor painted so I'm hoping it spins due to some tight seals or something. Is this something I should worry about as I won't be able to test it for atleast a week or is this probably nothing? BTW, on my Ford NAA, the PTO engage is lever back. Is the IH606 the same or is it forward to engage. Forward seems logical as you couldn't dismount on that side if it's forward and engaged.
