Super A Governor

I just got the tractor, and I can't get the correct high speed adjustment. I adjusted the gov. arm to carb so that you can slip the pin out of adjuster linkage. I backed the screw out all the way on top of governor. I'm close to 1540 rpms, but when I start slowing the engine, I get about 1/2 down on the throttle control and I'm down to the correct idle speed already. I don't know if it's has the right linkage from throttle to the governor. On the governor end, there are 2 springs. There is one longer, than the pin to connect the governor and then a shorter spring. It appears to belong on there. I'm getting a parts book, but it didn't arrive yet.
