There on right track,the priority valve may have to much wear in the piston to bore area or something else wrong in there.When valve is held it forces more oil pressure to steering.If steering is not to weak and piston or bore is worn, sometimes you can drill the hole in center of piston a little at a time and get it to work.Keep record of starting hole size incase it needs filled in and drilled agian if other repairs are made.
