Farmall 560 oil filter troubles

I had to rebiuld the head on my 560 and just got it back together but I've got oil coming out of the top of the filter housing. I've got the bolt good and tight but it's coming out anyways. I took the guts out of the filter housing and cleaned everything up so I was kinda wondering if I possibly got something back together wrong or do I just need to replace the brass washer on top? I've got the thing assembled as follows from top down 1)bolt head 2)brass washer 3)filter housing 4)spring 5)large flat washer 6)o-ring 7) filter. Does this sound right? Did I miss something. Thanks for any help. Kevin K.
