IH says to set the timing at TDC with the tractor not running.

You can do this easily by cranking slowly up to TDC stopping right on the mark. Adjust the point gap first. Then adjust the distributor so the points are just opening. The distributor shaft will turn a little against the advance springs so when you get it close, twist the rotor bug to see that the cam is just touching the rub block on the points.
